Turn off your Chromebook by pressing and holding the Power button.
Once the device is powered off, locate the Refresh button and press and hold it down while tapping the power button. Hold on to the refresh button until the starts up, then release it.

If this does not resolve your issue then please contact your Chromebook’s manufacturer and get it repaired or replaced.
