Countries where a comma “,” is used as decimal separator include:
Great Britain and the United States are two of the few places in the world that use a period to indicate the decimal place. Many other countries use a comma instead. The decimal separator is also called the radix character.

Decimal notation For writing numbers, the decimal system uses ten decimal digits, a decimal mark, and, for negative numbers, a minus sign “−”. The decimal digits are 0, 1, 2, 3, 4, 5, 6, 7, 8, 9; the decimal separator is the dot “.” in many countries, but also a comma “,” in other countries.

The UK is the only European country to use the comma for separating large numbers in maths. Every other country uses the comma to denote a decimal mark – so what is written as 1.2 in the UK is 1,2 in the rest of the continent.
The decimal point is generally used in countries such as China, Japan, Malaysia, Singapore, Sri Lanka, The Philippines, etc. Some others use the decimal comma, as is the case in Indonesia and Mongolia.
In base 10 notation, the radix point is more commonly called the decimal point, where the prefix deci- implies base 10. Similarly, the term “binary point” is used for base 2.
In the binary system it is written as 10. The cards cut out by the participants represent bits. Bits can be either on, with the side with dots facing up (1), or off, with the blank side up (0). When you count the number of dots facing up, you have the decimal value represented by the bits on the table.
Hexadecimal is different from binary and decimal. When it’s used in computing, it’s often prefixed with 0x to indicate that the following string is to be interpreted as a hexadecimal number. Each place value is sixteen times larger than the previous place value, starting with the ones place.
