DISM.exe /Online /Cleanup-Image /RestoreHealth

I get this error when in safe mode, as well as while attempting to update the Twitch and Discord apps. Appears an error log while Discord is not in /”Secure mode/” (I can provide it if that would help). It seems like the twitch program was mounted, but it doesn’t appear.

I uninstalled both apps, and they won’t reinstall. There have been a couple other apps I’ve tried and they are fine.
There were no ethics breaches in the SFC /elevated command.
I run DISM /Online /CleanImage /RestartHealth . I restarted DISM and cleaned the images
I’ve returned the applications to working order previous to when they started functioning
There are no faults in the memory at all in the computer’s memory diagnostic.
Malicious software does not identify something
Killer cleaning up process is unable to locate anything: Rkill.exe
I’m trying to resist reinstalling all the games that require longer than a few days to update, but I don’t reinstall Windows (open to any way to get around this).
