Here are the steps:
Make sure administrators have permission for the Steamapps folder:

Locate the Steamapps folder on your computer (usually found at C://Program Files (x86)//Steam//Steamapps).

Right-click the Steamapps folder and select Properties.

Navigate to the Security tab.

Click the Advanced button near the bottom right.

In the list, find Administrators and ensure its access is set to Full control.

Check the option labeled /”Replace all child object permission entries/” near the bottom.

Click OK.
