First Your have to download Windows Defender offline downloader tool from below link

Download mssstool32/mssstool64 (WIndows Defender Offline Downloader):- https://support.microsoft.com/en-in/help/17466/windows-defender-offline-help-protect-my-pc

Then Open that 32 or 64 bit version as per your installed OS. then Make a bootable USB or CD/DVD of windows defender Offline using this tool. Or Save ISO File(for further use).

Now boot from Bootable WDO Media to your infected PC/Laptop then WDO will start scanning your system for Viruses.
