Here we will see one of the problem with the MS Teams, user can send messages, call anybody and even attend the Teams meeting as well, but unable to receive any messages.
No need to restart the MS Teams because it will not work. One of the users at work had the same issue and restarting the app was not working. So I just signed out his profile from MS Teams and then signed back in on it to get it fixed.

We just needed to sign out from the MS Teams and login back with the same user credential. And test to confirm by sending one message to the affected MS Teams that messages delivered or not.
