Pic Pick is a free Windows 10 application that lets you do that. A link to this app is provided in the video description from where you can download it. Once installed, tap it to open.

The interface of this app is similar to Microsoft word. It lets you set hotkeys to take screenshot which you can either set it in the beginning or later.

To take a scrolling screenshot, first, activate the scrolling window option and then select the scrolling region to take a screenshot.

This app opens the screenshot in its built-in editor upon capture. You can edit it if you want, or save it in its current state.

You can use Pic Pick in apps, software and web browsers. This app can only scroll areas that it recognizes as scrollable so it might not work with all the apps.
