This is because Chromebooks do not have mega memory space and meant to be always online. You should not burden Chromebooks saving stuff on its own local drive.

NB – A recent update removed the downloads tab from Chromebook. Please create a download folder by going to drive.google.com to act as your main Download folder. Then go to Chrome Browser’s Advanced – Downloads – Location and use Change button to point your download location to the folder you created on Google Drive.
