The error arises in Whatsapp mainly due to three reasons.
When you send a message to the person who has deleted your WhatsApp.
When you send a message to a person who has just recently installed the Whatsapp app. As s/he may be receiving lots of messages and your message might be kept in waiting. So you may receive such notification.
The last reason might be if the other person is writing a message and his internet connection is cut down. In such conditions also you will be shown ‘waiting for this message and the other person is shown ‘pending’.
So in order not to face such an error, you need to Uninstall Whatsapp and re-install it. Before uninstalling it, back up your WhatsApp chat as it might have some important files or data. (To back up your chat, go to three dots of Whatsapp, Click on ‘Setting’, Click on ‘Chat’ and Click on ‘Chat Back up’.)
Then go to Whatsapp app you re-install, long press on it, Go to ‘App Info’, Click on ‘Storage Usage’, Press on ‘Clear Data’ and last click on ‘Clear’. This is going to clear all cache stored in Whatsapp. This offloads WhatsApp and you have to re-login to your WhatsApp Account.
