This video will show you how to fix your Stadia on PC with an Nvidia GPU by reducing the decoding time. May also work with AMD GPU

Here are the setting I have changed in the Nvidia Control Panel:

Low latency mode: Ultra
OpenGL rendering GPU: Auto-select
Power management mode: Prefer maximum performance
Texture filtering – Anisotropic sample: On
Texture filtering – Quality: High performance
Texture filtering – Trilinear optimization: On
Vertical sync: Use the 3D application setting
