Additional Steps To Take:
1.Remove your graphics card driver
2.Perform a Clean boot
3.Reinstall the Technical Preview
4.Reinstall Microsoft Visual C++ Redistributables
5.Create a new user account
6.Turn off the Compatibility mode
6.Reinstall the problematic application
