If you do not want any users on your computer to be able to access the File Explorer Folder Options so they cannot make any changes, there are 2 ways to do so. Both ways give you the same result and are reversable as well.

This is the location you need to navigate to in the Local Group Policy Editor to disable the File Explorer folder options.
User Configuration – Administrative Templates – Windows Components – File Explorer – Do not allow Folder Options to be opened from the Options button on the View tab of the ribbon
