OneDrive only give 5 GB free storage. So, as soon as OneDrive starts to backup all your local files from your Desktop, documents and pictures folder, then all your 5 GB storage will be used. Then, OneDrive would keep asking you to buy extra storage. Luckily, there is an option to disable OneDrive from backing up your local files to the cloud.

NOTE:
You could either right click or left click on the cloud icon to access the gear icon (Help & Settings)!
