today i faced this problem in my office with dell desktop optiplex3020, it stopped detecting USB Keyboard & mouse after RAM upgrade, in bios everything was working fine but as soon as computer boots it stop working, so the only thing came in mind was corrupted USB driver files.
Take out hard drive connect with another working computer as external drive and deleted them.
Connect your hard disk back with your computer and reboot, problem solved.
