Windows fast startup helps make boot times faster on your pc, but it does cause a lot of other pc startup issues as the kernel state is not cleared, so all you old config settings are stored on shutdown and then, restored on startup. A reboot does the opposite and will clear any saved data by flushing the kernel data that is stored.
So if you are having issues with drivers, programs or windows updates, disabling fast startup should fix your pc problem.
With the speed of nvme drives, the loss in bootup times is marginal
